TARI Estate Skills Training Program Equips First Cohort of Tarlaqueños with Masonry Skills
August 6, 2026Tarlac City — Economic growth creates its greatest impact when local communities are equipped to benefit from the jobs it generates. By developing industry-relevant skills, workers are better prepared to access employment opportunities, strengthen household incomes, and contribute to long-term economic progress.
To help address evolving workforce requirements, Aboitiz Economic Estates established a skills development program through Talent Edge, its workforce sustainability initiative. Developed in partnership with Aboitiz Foundation, Aboitiz Construction, TESDA, the Provincial Government of Tarlac, and the City Government of Tarlac, the program is delivered by the Tarlac Center for Learning and Skills Success (TCLASS) as part of broader efforts to develop skills aligned with industry demand.
The inaugural training focused on masonry, a priority skills area identified to support current workforce demand. Upon completing the program, participants received a certificate of completion and gained the competencies needed to pursue TESDA National Certification II (NC II) in Masonry. The training also provided practical skills that can support employment opportunities in the construction sector across Tarlac and the broader Central Luzon region.
Talent Edge reflects our commitment to building the workforce foundations needed to sustain Central Luzon’s growth as an industrial and manufacturing hub. As TARI Estate expands and new investments enter the region, developing industry-relevant skills will be critical to strengthening regional competitiveness, supporting long-term production capacity, and ensuring that growth is backed by a capable and future-ready workforce.
The graduation marks the first Talent Edge training cohort conducted in TARI Estate, reflecting a broader effort to help prepare local communities for the opportunities expected to emerge as investment and industrial activity continue to expand across the region.

TARI Estate, a 384-hectare industrial estate in Tarlac, is part of Central Luzon’s burgeoning manufacturing corridor, reinforcing its role in building the Philippines’ industrial landscape through integrated platforms that support long-term production capacity.
Located in Tarlac City, the 384-hectare TARI Estate is expected to generate at least 60,000 jobs over time as locators establish and expand their operations within the estate. As investment and industrial activity continue to grow, demand for skilled workers is also expected to increase across the region.
For Aboitiz Economic Estates and its partners, supporting long-term regional growth requires more than the development of physical infrastructure. It also involves helping individuals acquire skills that can improve employability, strengthen workforce participation, and contribute to regional competitiveness.
This approach has guided Talent Edge initiatives across Aboitiz Economic Estates developments, where workforce development programmes are designed to complement broader economic and industrial growth strategies.
For participants such as Architect Sofia Lim, the program provided an opportunity to strengthen practical skills and earn the required certifications that can support future employment in the construction sector.
This program gave us Tarlaqueños an opportunity to learn, improve our skills, and build towards being certified in our chosen trade. We are grateful to our instructors for their dedication and for showing us that they truly want to see us succeed. We also appreciate the camaraderie and teamwork that created a positive and supportive learning environment for everyone.
As TARI Estate continues to grow and attract investment, Talent Edge is expected to support future training initiatives that equip individuals with skills aligned with evolving industry requirements. These efforts aim to strengthen the local talent pipeline while supporting the workforce needs of businesses investing in the region.
