To better serve the public, the Bureau of Customs (BOC) has established the BOC Customer Care Portal System, the online version of its customer assistance service that aims for a more seamless and customer-centric system to address port stakeholders’ concerns and complaints.

Established in 1992, this 540-hectare Philippine Economic Zone Authority (PEZA) Special Economic Zone is a collaboration between the Aboitiz Group and Japan’s Tsuneishi Holdings. It hosts a variety of global enterprises, employing over 14,000 skilled Filipinos across medium to heavy industries.
Over the past three decades, West Cebu Estate has solidified its reputation as a premier investment hub, driving substantial growth not only to Balamban but as well as neighboring areas like Toledo and Asturias. Today, it is actively expanding its successful track record to transform into an industrial-anchored mixed-use estate that accommodates a diverse range of businesses, extending beyond the shipbuilding industry.
West Cebu Estate operates its own power and water utilities. Balamban EnerZone of Aboitiz Power provides the area with a dedicated 13.8KV distribution line while its water production facility and wastewater treatment plant provide and clean up to 2,500 cubic meters of water daily, respectively.
The EnerZone Group (EnerZones) is comprised of five privately-owned electric distribution utilities in the freeport and economic zones, namely LIMA Technology Center, Mactan Economic Zone II, West Cebu Industrial Park, Light Industry & Science Park IV, and Subic Bay Freeport Zone.
Estate Water, a wholly owned subsidiary of Aboitiz Economic Estates, is the exclusive water and wastewater services provider of West Cebu Estate. It currently has a daily water production capacity of over 4.1 MLD, allowing Estate Water to fully cover the water and wastewater requirements of more than 14,000 workers and visitors at West Cebu Estate.
Aboitiz Construction is a trusted and respected engineering, design, procurement, and construction company of the Aboitiz Group with a clientele spanning 17 countries. It has a 47-year proven track record in the construction and maintenance of industrial and infrastructure projects.
To provide a sustainable housing option for West Cebu Estate’s employees, Aboitiz and Tsuneishi Heavy Industries built Tenshin Dormitory, a 792-bed facility. This further advances our sustainability targets by reducing the number of vehicular trips required to transport people in and out of West Cebu Estate.
To ensure ease of doing business for its locators, West Cebu Estate has an office for the Philippine Economic Zone Authority (PEZA) and Bureau of Customs (BOC) within its industrial area.
West Cebu Estate is a 540-hectare, mixed-use industrial estate with complementary commercial, institutional, and residential sectors. The main industrial estate is spread across 283 hectares. Other places of note within include Foressa Mountain Town, the University of San Jose Recoletos, and its up and coming Central Business District.
At present, West Cebu Estate is a quickly emerging economic center in Western Cebu. Its ongoing 39-hectare industrial expansion, with lot cuts ranging from 8,700 sqm. to 51,000 sqm., allows a more diverse locator mix which will include light to medium manufacturing.

Industrial Zone
West Cebu Estate ushered in economic, social, and environmental progress into the local community through its 283-hectare industrial zone. Over the past 30 years, it has transformed Balamban from a fourth to a first class municipality.
Commercial Complex
West Cebu Estate is transforming into a smart, next-generation, and sustainable Economic Estate that is complemented by commercial, residential, and institutional uses. The next phase of development will be the introduction of a Central Business District which will initially include a commercial complex with a supermarket, transportation hub, and shops providing other basic necessities for the community.

In close proximity to West Cebu Estate is Foressa Mountain Town, a residential mountain estate developed by AboitizLand.
West Cebu Economic Estate hosts 12 locators from medium to heavy industries. Alongside other manufacturers, the estate provides jobs to approximately 14,000 workers.
