PEZA, Aboitiz Economic Estates advance next phase of EaseBiz investor support 

Active investor-support model builds on more than two dozen PEZA-registration assistance cases and expands AEE’s investment-readiness platform 

MANILA, Philippines — As the Luzon Economic Corridor draws greater international attention to the Philippines as an industrial and supply-chain destination, the ability to move investors from initial interest into operating businesses is becoming a practical measure of the country’s investability. 

The Philippine Economic Zone Authority (PEZA) and Aboitiz Economic Estates are advancing the next phase of EaseBiz, an active investor-support model that helps make the path through PEZA registration and establishment more navigable. The assistance that now sits under EaseBiz dates to 2022 and has covered more than two dozen PEZA-registration cases, including six investors supported after the model was formalized in 2025. 

Through EaseBiz, industrial locators gain a more accessible point of coordination for mapping registration steps, assessing and preparing documentary requirements, monitoring outstanding actions and coordinating information among the investor, Aboitiz Economic Estates and PEZA. This is particularly valuable for foreign companies unfamiliar with Philippine processes and working toward defined construction and operational timelines.

Panga. “Through EaseBiz, our collaboration with Aboitiz Economic Estates, and the opportunities emerging from the Luzon Economic Corridor, we are creating a more seamless and investor-friendly business environment—strengthening our ability to deliver efficient regulatory services, accelerate investment facilitation, and position PEZA ecozones as premier destinations for high-value investments within the corridor.” 

The next phase of EaseBiz will focus on adapting its locator-support processes to the PEZA The One Portal System (PTOPS), consolidating investor education and engagement across the wider support team, and improving coordination throughout the registration journey.

Aboitiz Economic Estates will also assess opportunities to extend business-registration support to requirements involving the Securities and Exchange Commission and other relevant agencies. Any expanded services will be implemented through the appropriate arrangements and service partners.

EaseBiz strengthens this platform by helping locators navigate registration and set-up requirements, giving locators clearer guidance and closer coordination as they move from investment decision to operation.” 

Strengthening the path from investment to operations 

The next phase comes as the Luzon Economic Corridor brings greater international attention to the Philippines as an industrial and supply-chain destination. 

At the national level, EaseBiz addresses a practical dimension of investability: how fast and efficient investor interest can move through registration and become an operating business. PEZA provides the regulatory pathway and investment-facilitation framework, while Aboitiz Economic Estates delivers coordination and support closer to the investor. 

At the estate level, EaseBiz strengthens Aboitiz Economic Estates’ investment-readiness proposition. The company’s estates already integrate industrial land, infrastructure, utilities, workforce development, sustainability systems and long-term estate operations. EaseBiz adds regulatory navigation and establishment support to this ecosystem of solutions. 

Together, these capabilities provide investors with the physical capacity to locate, the support required to establish and the operating environment needed to grow. 

To carry the model forward, PEZA and Aboitiz Economic Estates, through LIMA Land, Inc., have formalized the continuation of their collaboration under PEZA’s Investment Promotion Partnership Program. This provides the framework for continued investment promotion, regulatory guidance and locator support. 

EaseBiz demonstrates how government facilitation and estate-level execution can work together to move investors from interest to operation, strengthening both Philippine investability and the investment readiness of the locations receiving new industries.
